Do they go over the grip or under it?
Over. Roll them onto the wrapped handle wherever you want them. Nothing to unwrap, nothing to stick.
Will they fit a paddle that is not CPX?
Yes. They stretch to fit any standard pickleball handle.
Do they change how the paddle plays?
Only how it sits in your hand. A band at the base gives your bottom finger a stop, which some players find helps on drives and serves. They add no meaningful weight.
